Can agents communicate with unverified customers?

Can my agents create end users and begin interacting with them before these users click the confirmation link they received in their email?

Answer 

Your agents can communicate with your customers without waiting for them to verify their email addresses.

When you create users proactively, you may want these users to verify their email address and create a password so that they can sign in to your Help Center. However, depending on your workflow, you may not need to have these users verify their email addresses.
